Jeffrey C. Moffat

Director of REI Insurance Solutions LLC

Mr. Moffat is a California lawyer who spent the first 25 years of his career actively defending physicians against claims of medical negligence. Since 2006, Mr. Moffat has acted as general counsel to multiple risk-retention groups and has been instrumental in the creation and operation of some 100 U.S.-based insurance companies. His writings on the intersection of law and the medical field have been published in multiple books and articles.

In 2021, Dr. Katz and Mr. Moffat began talking about how their unique backgrounds and perspectives might be combined to help REI Protect provide the most effective specialized insurance program possible for fertility specialists and IVF services providers. The first substantive result of this collaboration was the creation of REI Insurance Solutions LLC, an insurance agency fully dedicated to the needs of the REI Protect program members.

Over the course of his career, Mr. Moffat has assisted in the resolution of more than 1,000 lawsuits and served as the sole or lead counsel in many jury trials, arbitrations, and appeals. During his last decade as an active litigator, Mr. Moffat was the chief operating officer of a 100-lawyer firm, leaving to devote his time to protecting select groups of physicians with specialized legal and risk management needs.

Mr. Moffat now brings all of his experience and expertise to the REI Protect group through REI Insurance Solutions.

Steven Katz

CEO and Founder of REI Protect LLC

Since 1995, Dr. Katz, has focused his career on advanced reproductive care. Through years of experience operating fertility care practices and interacting with other reproductive endocrinology and infertility professionals, Dr. Katz witnessed a gap between available malpractice insurance coverage and the real-life risks that REIs encounter when providing advanced reproductive technologies as part of everyday patient care. He created REI Protect and REI Insurance Solutions LLC to fill that gap, providing REI-specific insurance, risk management, and claims prevention services to fellow REIs nationwide.

Prior to founding and leading REI Protect, Dr. Katz was a practicing reproductive endocrinologist. He has spent more than two decades developing and maintaining countless relationships with physicians, embryology lab directors, and the industries serving the fertility care space.

A distinguished undergraduate of Cornell University, Dr. Katz received his medical degree with honors from Cornell Medical College in 1989. He went on to complete his residency in OB/GYN and a specialty fellowship in reproductive endocrinology and infertility at the University of California, San Francisco. Upon graduation, he directed the IVF satellite program for the Oregon Health Sciences Medical School.

In 1999, Dr. Katz started the Fertility Associates of the Bay Area to provide state-of-the-art fertility care in a personal environment. In 2007, he formed the investment group IVF Centers of Excellence, LLC, which developed and operated the Hawaii Reproductive Center until its sale in 2011. In 2012, Dr. Katz created and operated the Arizona Reproductive Institute, which was sold to a privately held group in 2014.

A trusted and knowledgeable ally to his fellow REIs, Dr. Katz’s focus is on helping REIs better protect themselves and their practices with specialized REI insurance and risk management support.
